Дисертацію присвячено розробленню теоретичних, методологічних та
науково-прикладних основ зміцнення соціально-економічної безпеки міста. Сформовано предметне поле дослідження соціально-економічної безпеки міста. Уточнено понятійно-категоріальний апарат дослідження. Проведено аналіз характерних рис соціально-економічної безпеки міста. Удосконалено оцінювання фінансової спроможності міста. Проаналізовано вплив демографічного чинника на соціально-економічну безпеку міста. Розроблено методологічні засади оцінювання впливу «сірої» тіньової економіки на бюджет міста, які пераціоналізовано у вигляді оцінних правил, прийомів, процедур та операцій. Розроблено концептуальні засади аналізу розвитку загроз соціально-економічній системі «місто», які операціоналізовано у вигляді сукупності методичних і технічних прийомів та операцій аналізу. Проаналізовано підходи до оцінювання об’єктів економічної безпекології, доведено доцільність використання в оцінюванні моделювання.
Розроблено модель оцінювання соціально-економічної безпеки міста з
використанням методів векторної алгебри, наданих передумов, висунутих вимог до моделювання оцінювання та інформаційних інтересів користувачів оцінок.
Сформульовано вимоги, правила й інструментарій інтерпретації результатів оцінювання соціально-економічної безпеки міста, отриманих з використанням розробленої оцінної моделі. Розроблену модель оцінювання соціально-економічної безпеки міста апробовано з використанням даних 6-х міст з різним адміністративним статусом. Обґрунтовано вибір сценарного підходу до організації зміцнення соціально-економічної безпеки міста, розкрито зміст сценарію зміцнення.
Розроблено технологію підготовки сценарію зміцнення соціально-економічної безпеки міста. Розроблено послідовність аналізу ресурсного забезпечення сценаріїв зміцнення соціально-економічної безпеки міста. Сформовано фреймову модель імплементації сценарного підходу до зміцнення соціально-економічної безпеки міста до діяльності міської влади. Визначено склад потенційних стейкхолдерів зміцнення соціально-економічної безпеки міста, виділено їхні групи, описано у
загальному вигляді інтереси та можливості стейкхолдерів у виконанні сценарію зміцнення, встановлено орієнтири в організації комунікацій міської влади зі стейкхолдерами кожної з виділених груп та запропоновано форми їхнього залучення до участі у виконанні сценарію зміцнення.

Using the imperative concepts of protective and harmonization approaches, the content of the category «socio-economic security of the city». For the study of the city as an object of socio-economic security, the current study determined the content of the category «city». Using the concepts of the theoretical basis of research, I formed the subject field of the study of the socio-economic security of the city. It also determined the components of the subject field of research of the socio-economic security of the city, and the imperatives that designate them are objectified in the form of a set of problems of economic security that need to be solved according to the established vectors of research of the socio-economic security of the city. The study analyzed the characteristic features of the socio-economic security of the city, in the aggregate of which not only its immanent (internal) essence is reflected, but also the system of connections and relations in which this phenomenon is formed and developed. Using the indexes of the formed set of indicators and data of several cities of Ukraine, I assessed their financial capacity (the ability of the city authorities to provide their own revenues to the revenue part of the city budget determined by law and timely financing of its expenses), which is an important condition for ensuring the socio-economic security of the city. To sort and formalize the impact of labor migration on the socio-economic security of the city, this study developed a cognitive map of labor emigration and labor immigration. The given study developed methodological bases for assessing the impact of the «gray» shadow economy on the city budget in which the operationalization of concepts, principles and assumptions of assessment in the form of evaluation rules, techniques and procedures made it possible to develop a sequence of operations for assessing the amount of non-receipts to the city budget. The conceptual foundations of the analysis of the development of threats to the socio-economic system «city». Based on the results of operationalization of the constructs of the conceptual foundations of the analysis of the development of threats to the socioeconomic system «city». The study tested developed tools for analyzing the development of the threat to the socio-economic system «city», and the results of testing confirmed its validity, practical orientation and usability. Analysis of the approaches to the evaluation of objects of economic security revealed their advantages and limitations. The results of the analysis demostrated the suitability of using modeling in assessing the socio-economic security of the city, due to which it becomes possible to sufficiently take into account the peculiarities of the socio-economic system «city», their performance in evaluation, as well as the postulates of the protective approach on which the given study is based. Methods of vector algebra, given prerequisites, requirements made for modeling assessment and information interests of users of assessments using three vectors-matrices in linear space (vector of threat assessment by their development, vector of threat assessment by their connectivity and vector of threat assessment by their paired intensity) were utilized to develop a model for assessing the socio-economic security of the city, which allows to obtain quantitative estimates for each vector of assessment using the proposed dependencies, and operations with vectors-matrices of the model – the resulting assessment of the socio-economic security of the city. To interpret the results of the evaluation of the socio-economic security of the city, obtained using the developed evaluation model, the requirements, rules and tools of interpretation (indicators, the procedure for their calculation and limit. Using data from 6 cities with different administrative status, the developed model for assessing the socio-economic security of the city was tested. The study confirmed the efficiency of using the scenario approach in solving the problem of strengthening the socio-economic security of the city. The study suggested the technology for developing a scenario for strengthening the socio-economic security of the city. The interpretation of the content of strengthening the socio-economic security of the city, the technology for developing scenarios for strengthening the socio-economic security of the city and the sequence of analysis of the resource provision of scenarios created the prerequisites for the implementation of the scenario approach to the security activities of city authorities. The content of the implementation is visualized using a frame model. To improve the organization of communications of the city authorities with stakeholders to strengthen the socio-economic security of the city, their potential composition was determined, a group of stakeholders was identified by combining the criteria of the «influence-positioning» matrix, the interests and opportunities of stakeholders in the implementation of the strengthening scenario were described in general, guidelines were established in the organization of communications of the city authorities with stakeholders of each of the selected groups and the forms of their involvement in the implementation of the strengthening scenario were proposed.
