| dc.description.abstract | Метою статті є огляд природно-ресурсного потенціалу та можливості мобілізації ресурсів для розвитку промислових кластерів і смарт-спеціалізації Луганської області. У статті показано, що розвиток регіонів в умовах постконфліктної трансформації можливий на основі формування комплексного організаційно-економічного забезпечення системи регіонального управління та розробки дієвих механізмів використання природно-ресурсного потенціалу, а також пошуку можливостей мобілізації ресурсів для розвитку промислових кластерів. Визначено тенденцію до самоорганізації підприємств регіонів на противагу централізованим процесам формування промислових комплексів та оформленні державної кластерної політики в Україні. Встановлено, що внаслідок військового конфлікту на сході України відбулося різке погіршення соціально-економічного стану, що суттєво змінило ситуацію в усіх сферах суспільного життя та викликало необхідність реструктуризації економіки й системи управління регіоном. Визначено, що найбільш привабливими сферами господарської діяльності на підконтрольній Україні території Луганської області найближчим часом можуть бути лісове господарство, сільське господарство, рекреація та туризм, хімічна галузь. Встановлено, що створити умови для економічного та промислового розвитку України, зміцнити конкурентні переваги окремих регіонів та підвищити економічну спроможність громад на місцях можна на основі поєднання сучасної кластерної політики, стратегій розумних спеціалізацій з політикою децентралізації. The article is aimed at reviewing the natural resource potential and the opportunity of mobilizing resources for the development of industrial clusters and smart-specialization of the Luhansk region. The article shows that the development of regions in the conditions of post-conflict transformation is possible through the formation of a comprehensive organizational and economic support of the system of regional governance along with the development of effective mechanisms for use of natural resource potential, as well as the search for opportunities to mobilize resources for the development of industrial clusters. The tendency to self-organize enterprises of regions as opposed to the centralized processes of formation of industrial complexes and establishment of the State cluster policy in Ukraine is defined. It is determined that as a result of the military conflict in Eastern Ukraine there was a sharp deterioration in the socio-economic situation, which significantly changed the situation in all spheres of public life and caused the need to restructure the economy and the system of management of the region. It is defined that the most attractive spheres of economic activity in the territory of Luhansk, controlled by Ukraine, may in the near future be forestry, agriculture, recreation and tourism, and the chemical industry. It is determined that it is possible to create conditions for Ukraine’s economic and industrial development, to strengthen the competitive advantages of certain regions and to increase the economic viability of local communities on the basis of a combination of modern cluster policy, strategies of reasonable specialization together with decentralization policy. | |
