Item An imitation model of the financial-economic mechanism of taking strategic decisions at the enterprise.(2019) Trunina, I.; Kushal, І.; Zagirniak, D.The crisis conditions of the enterprise functioning restrain the possibilities for the innovation activity and lay down higher requirements to the determination of the tasks of the financial strategy of development. To enhance the adaptive possibilities the authors propose to use an imitation-class mathematical model, indicate the basic stages of its creation, determine the structure: a control system; a functional system consisting of functional financial and economic blocks, an information system including a database. We distinguished the basic indices for the analysis of the ability of the enterprise to take strategic decisions of both financial and economic components of the mechanism of their realization. The practical realization of the proposed imitation model of the financialeconomic mechanism of taking strategic decisions based on the calculation of the integral index provides the required information basis for the grounded strategic decision and further development of the enterprise.Item Analysis of dynamic loading of improved construction of a tank container under operational load modes.(2019) Fomin, O. V.; Lovska, A.; Gorobchenko, O.; Turpak, S.; Kyrychenko, I.; Burlutski, O.An increase in the volume of bulk cargo transportation through international transport corridors necessitates the commissioning of tank containers. Intermodalization of a tank container predetermines its load in various operating conditions depending on the type of vehicle on which it is carried: aviation, sea, air or rail. The analysis of the operating conditions of tank containers, as well as the regulatory documents governing their workload, led to the conclusion that the most dynamic loads acting on the supporting structures during transportation by rail. Namely, during the maneuvering collision of a wagon-platform, on which there are tank containers. In this case, it is stipulated that for a loaded tank container, the dynamic load is assumed to be 4g, and for an empty (for the purpose of checking the reinforcement) – 5g. It is important to note that when the tank container is underfilled with bulk cargo and taking into account movements of fittings relative to fittings, the maximum value of dynamic load can reach significantly larger values. Therefore, in order to ensure the strength of tank containers, an improvement of their structures has been proposed by introducing elastic-viscous bonds into the fittings. To determine the dynamic loading of the tank container, taking into account the improvement measures, mathematical models have been compiled, taking into account the presence of elastic, viscous and elastic-viscous bonds between the fittings, stops and fittings. It is established that the elastic bond does not fully compensate for the dynamic loads acting on the tank container. The results of mathematical modeling of dynamic loading, taking into account the presence of viscous and elastic-viscous coupling in the fittings, made it possible to conclude that the maximum accelerations per tank container do not exceed the normalized values. The determination of the dynamic loading of the tank container is also carried out by computer simulation using the finite element method. The calculation takes place in the software package CosmosWorks. The maximum values of accelerations are obtained, as well as their distribution fields relative to the supporting structure of the tank container. The developed models are verified by the Fisher criterion. The research will contribute to the creation of tank containers with improved technical, operational, as well as environmental characteristics and an increase in the efficiency of the liquid cargo transportation process through international transport corridors.Item Communication of Scientific and Tech-nological Systems with Regional Innovative Processes.(2019) Morhachov, I.; Buzko, I.; Ovcharenko, Ie.; Tkachenko, N.; Моргачов, І.; Бузько, І.; Овчаренко, Є.; Ткаченко, Н.The aim of the work is to clarify the interconnection of the regional concentration of innovation activity of economic entities with the regional concentration of scientific and technical systems in Ukraine. The scientific and technical systems of Ukraine are the infrastructure of innovation and investment activity of its industrial enterprises. The results of the correlation analysis allowed on the macro level to reveal the interconnection of the innovation activity of industrial enterprises in Ukraine with its scientific and technical systems. While the meso-use of the method of comparing regional structures by calculating deviations did not allow to reveal of the significant link between the regional concentration of innovation activity and the regional concentration of all types of scientific and technical systems. The relevant relationship was found only with organizations on the sphere of engineering. In addition, a higher level of interconnection of innovation activities of industrial enterprises and organizations on the sphere of engineering was revealed and by the results of correlation analysis at the macro level. Clarification of the higher role of organizations of the sphere of engineering in the innovation activity of industrial enterprises in Ukraine allows us to revise and clarify priorities regarding the objects of influence in the state regulation in the direction.Item Conceptual basis of thermo-controllability in railway braking tribo pairs.(2019) Gorbunov, M. I.; Fomin, O. V.; Prosvirova, O. V.; Prokopenko, P. M.Nowadays, the problem of insufficient braking power is solved by increasing the number of friction pairs, resulting in an increase in resource and labor intensity, unsprung mass, resistance to movement, and low resource efficiency. Also acute is the problem of reducing the noise level when using friction brakes. The analysis of the problems of existing brake equipment led to the choice of a promising direction of research on the effectiveness of braking ‒ control of the temperature of the brake friction surfaces. Purpose. To create a method for increasing the efficiency of the braking system by controlling the cooling of the friction surfaces by adaptive air supply; to create a mathematical model of air pressure supply to the brake frictional contact in order to obtain the optimal diameter of friction lining holes and the air feed rate. Methodology. During the research, the analysis of leading modern studies and patents of technical solutions aimed at improving the frictional properties of brake devices, methods of decision-making theory and expert evaluation of methods for improving the operational characteristics of railway braking systems is conducted. Mathematical modeling of air pressure supply to the zone of relevant frictional contact is applied. Findings. A concept of adaptive energy consumption management at self-ventilation of a brake disc plate using the improved mathematical model which considers geometric parameters of air courses. A method for assessing the influence of the factors on brake equipment operation while supplying the compressed air to the frictional contact is suggested. Originality. The mathematical model of air pressure supply to brake frictional contact is developed in order to obtain the optimal diameter of the friction lining holes. Application of the suggested technique for cooling will allow advancing efficiency of operation of frictional braking elements of rolling stock, increasing the adhesive coefficient, stabilizing the temperature in the tribo-contact, decreasing the wear of brake surfaces of friction and increasing safety of operation. Practical value. As a result of the conducted research complex, the method of adaptive forced cooling of the friction surfaces of the brake was proposed and scientifically substantiated for the first time, which will provide effective characteristics of the cooling process, will allow reducing significantly the dependence of the coefficient of friction on the temperature in the contact zone of the working elements during braking. The application of the proposed developments will allow: - using the compressed air, which is drawn from the brake cylinders, effectively; - cooling the contact area of “brake pad ‒ wheel”, “brake pad ‒ disk”, by supplying compressed cooled air into the holes of the brake pad or formation in the contact zone of the active gaseous medium; - increasing braking efficiency and reducing the intensity of wear of the brake pads due to the timely removal of friction wear from the contact area; - increasing the rail traffic safety by enhancing the reliability of braking.Item Conceptual basis of thermo-controllability in railways braking tribopairs.(2019) Gorbunov, M. Y.The article defines the conceptual vision of the policy of implementing social and labor potential of the population with decentralization, formulates its basic principles as guidelines for practical actions. Essence and role of inter-municipal cooperation for intensification of social potential of communities are revealed, possible ways of its institutional support are suggested. It is found that decentralization processes require effective instruments for coordinating interests, and social mobilization plays an important role in this, which is to involve a maximum number of people in solving community problems and participating in decision making. It is concluded that social potential may turn into a decisive factor in the development of a territorial community in the implementation of the following principles: comparativeness and competitiveness; motivation; social connections and inclusion; mutual responsibility; network availability; openness and transparency; value orientation; individual social interaction; limited solidarity.Item Contemporary economic development challenges of the industry in Luhansk region.(2019) Klius, Y.; Kushal, I.; Pchelynska, H.; Chernodubova, E.The modern Ukrainian economy is characterized by significant transformational processes that are accompanied by a transition from heavy industry to the agro-industrial sector. In recent years, traditional key domestic industries with high added value in production have substantially lost their positions in the domestic and foreign markets. Especially acute the crisis phenomena are observed in the areas that are involved or are bordered by the area of the armed conflict. Before the beginning of hostilities in the East of Ukraine, Luhansk region was among the five most powerful industrial and economic regions of Ukraine. Now the region has turned from industrial to agrarian. Therefore, the matter of analysing the impact of post-conflict transformation processes in Ukraine on the region's economic development and identifying the reasons that hinder transformation in the areas of post-conflict transformation is relevant. The article assesses the impact of military actions in the east of Ukraine on the economic performance of the industry in the region. The modern problems of Luhansk region industrial enterprises development are determined. According to the results of the macro-environment factors PEST analysis of the industrial enterprises in the region the main measures to overcome the crisis phenomena in the region's economy are determined.Item Creation of the image of the new generation freight car bogie.(2018) Gorbunov, M. I.; Kara, S.; Nozhenko, O.; Fomin, O.; Vaičiūnas, G.; Petrenko, V.Analysis of the operating problems of freight car bogies are carried out, analysis of the reasons for low dynamic qualities, which do not allow to increase the speed of movement. The main directions of the development of the bogies constructions are substantiated. The image of the new generation freight car bogie is formulated based on analysis, ideas of car building projects using the method of intellectual decision support. Concept image and patented technical solutions for implementation are solving the problem of minimizing the weight of the bogie (increasing of coefficient of mass utilization) by using a modular design, application of elastic-damping structures, prestressed state of structural elements. Technical solutions improve the strength characteristic and dynamic properties of the freight car bogies on the basis of the above principles of engineering.Item Development of the theory and methodology of controlling the local tribological contact thermomechanical loading.(2018) Gorbunov, M. I.; Kovtanets, M.; Kostyukevich, A.; Nozhenko, V.; Vaičiūnas, G.; Steišūnas, S.Theoretical and experimental studies have been carried out, which confirmed the fact that the contact temperature is the most important factor affecting the entire complex of service properties of the contacting materials. The authors of the paper propose the control of the frictional interaction of the tribological contact by controlling the temperature by forced cooling, which will stabilize the coefficient of engagement of the wheel with the rail.Item Durability Determination of the Bearing Structure of an Open Freight Wagon Body Made of Round Pipes during its Transportation on the Railway Ferry.(2019) Fomin, O. V.; Gerlici, J.; Lovska, A.; Kravchenko, K.; Prokopenko, P.; Fomina, A.; Hauser, V.In order to reduce the cost of designing and manufacturing of the new-generation open wagons, it is proposed to construct their carrying systems from round pipes. In order to exploit the proposed designs of wagons in international rail-water communication, it is assumed that they will be equipped with assemblies for fastening of chain binders. The maximal values of accelerations, as components of dynamic load acting on open wagons, made from round pipes during their transportation on a railway ferry, are determined. It is established that when moving the body in the vertical direction for a wagon located on the upper deck, the maximum acceleration value is 0.84 g, with angular displacement relative to the transverse axis for the extreme from the anchor point of the wagon body - is 0.1 g, with angular displacement around the longitudinal axis for the extreme from the bulwark of the body of the wagon - is 0.24 g. The conducted researches will enable increased efficiency of operation of open wagons through international transport corridors.Item Dynamic load effect on the transportation safety of tank containers as part of combined trains on railway ferries.(2019) Fomin, O. V.; Lovska, A.; Píštěk, V.; Kučera, P.Maintaining the leading position of railway transport in the international transportation market led to the creation of its combined interaction with other modes of transport. In countries that have access to international traffic through the sea, rail-ferry services have been developed. At the initial stage of functioning of this symbiosis, only freight and passenger cars were transported by sea. At the moment, it has become possible to follow container trains on railway ferries by sea. An example would be the international Silk Road corridor, which connects Ukraine with China. Important components of this corridor are two rail-ferry routes through the waters of the Black and Caspian Seas.Item Experimental study of the influence of friction surfaces cooling parameters on the efficiency of the braking system of a railway vehicle operation.(2018) Gorbunov, M. I.; Prosvirova, O.; Kovtanets, M.; Nozhenko, V.; Bureika, G.; Skrickij, V.The purpose of the study is to evaluate the effect of cooling frictional surfaces on the efficiency of the braking system by experimentally determining the coefficient of friction and the temperature of the interacting surfaces under different methods and regimes of cooling. Experimental research established that the mathematical model of the disc brake thermophysical characteristics, which takes into account the adaptive cooling system, ensures a satisfactory match of the results of calculations to experimental data; the discrepancy does not exceed 10-12%. Analysis of the experimental data obtained allows concluding that adaptive cooling of the brake friction surfaces has a positive effect on the braking efficiency. Thus, the coefficient of friction when using this system is 15-30% higher, depending on the performance and temperature of the cooling air, than without its use. The average integral temperature of surfaces in frictional interaction is lower by average of 20-30% compared to the case when adaptive cooling is not used.Item Integrated model of stochastic dynamics for control of a socio-ecological-oriented innovation economy.(2019) Ramazanov, S.; Antoshkina, L.; Babenko, V.; Akhmedov, R.On the basis of modern mathematical models, methods and information and technologies, for example, an integrated stochastic nonlinear model of man-made processes and objects, suitable for the conditions of systemic crises, were investigated and developed. Considered in this article are some aspects of integration of a lot of domains and sectors of operation of modern complex systems which are functioning and developing in the present-day conditions of instability, crises and nonlinearity. In order to predict the development of the state of an innovation economy, the nonlinear integrated stochastic model of growthing dynamic in the phase space has been investigated and developed. In the article, problem of the optimization of the management of the activity of modern complex systems that develop and function regarding current conditions of the instability are considered. The prospect of further research based on the developed models is to conduct computer experiments and their practical usisng. The development and study of criterias, methods and models for optimal management of man-made objects and the creation of making decision systems based on the proposed integral models in the state space are also promising.Item Interregional partnership as a background for the sustainable development : European facet.(2019) Zablodska, I.; Rohozian, Yu.; Sieriebriak, K.; Kolomytseva, O.; Dzhumageldiyeva, G.Interregional cooperation is a complex system of interconnected processes, which has begun to develop for a very long time and in the last five years, and has become relevant. This fact is also confirmed by the fact that the Association Agreement between Ukraine and the European Union includes a norm on the comprehensive development of interregional cooperation in the strategic perspective and, in most economic and legal issues; it relies on the experience of the European countries, such as Germany and Italy. Studying the world experience and identifying common economic and legal trends in the partnership implementation between regions could help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. The sphere of interregional cooperation is not only economic sphere; it is a consolidation of the social sphere, economic and ecological, which is the embodiment of sustainable development of each region and the country as a whole. Value / originality. The research presents an analysis of interregional partnership in some European countries (Germany and Italy). The work compares the experience of interregional dispute implementation between the countries based on the strategic documents in this area that are related to sustainable development. Specific statistical and methodological examples of socio-economic development of the above-mentioned countries are presented in the process of establishing interregional ties. The comparative analysis of strategic subregion elements of interregional cooperation are presented and the results of the analysis by means of interval estimation are ranked. Recommendations on implementation the European experience in interregional cooperation for sustainable development in Ukraine are given. For the first time in Ukraine, the sphere of interregional partnership is analyzed not only in the light of the economy, but also through a comprehensive consideration of its economic and legal preconditions. It is expedient to use this approach, because it could be used for calculating not only the economic trends of the development of this sphere of cooperation, but also for paying attention to its legal regulation (due to the Association Agreement between Ukraine and the EU, in which interregional cooperation is one of the central places for sustainable development). Subsequently, based on these results, it would be possible to develop practical recommendations for the harmonization of Ukrainian legislation in accordance with EU legislation, which would include the economic mechanisms for the functioning of interregional cooperation and sustainable development in Ukraine.Item Investigation of the dynamic loading of a body of passenger cars during transportation by rail ferry.(2019) Lovska, A.; Fomin, O.; Horban, A.; Radkevych, V.; Skok, P.; Skliarenko, I.To ensure the safety of passenger carriages by rail ferries, mathematical modeling of dynamic loading is performed. The accelerations are determined as components of the dynamic load acting on the body of a passenger car. This takes into account the actual hydrometeorological characteristics of the water area of the railway ferry. The calculations are made in relation to the railway ferry "Mukran", which moves the Baltic Sea. The model takes into account that the car body is rigidly fixed relative to the deck and during the oscillations of the railway ferry follows the trajectory of its movement. The solution of the mathematical model is implemented in the Mathcad software environment using the Runge-Kutta method. It is established that the maximum value of the acceleration acting on the car body is 1.8 m/s2. Determination of the dynamic loading of the passenger car body during transportation by sea is also carried out by computer simulation. The calculations were carried out in the CosmosWorks software package using the finite element method. Numerical values and acceleration distribution fields are obtained relative to the carriage body structure of a passenger car. A modal analysis of the car body during transportation by rail ferry is carried out. The numerical values of the critical frequencies and waveforms are obtained. To check the adequacy of the developed models, a calculation is made according to the Fisher criterion. It is established that the hypothesis of adequacy is not rejected. The research will contribute to the creation of recommendations on the safety of passenger carriages by railway ferries, as well as the manufacture of their modern structures in terms of car-building enterprises.Item On the Eve of the Future : the Values Sign Change(2019) Antonenko, Т.; Chursin, М.The article is devoted to the problem of the influence of the information space evolution on the value system of the personality. The process of transformation of separate values is considered. Thus, the value of awareness is disproved by the assertion that in the 21st century a huge amount of easily accessible information, on the contrary, caused the creation of a more concerned humanity, rather than a more informative one. Similar statements are made with respect to other key human values, such as: the value of knowledge, the value of communication, the value of speed, the value of flexibility and mobility, as well as the generalizing value that is the value of freedom. Their traditional positive assessment varies even to the opposite. Such a sharp change is necessary in order to avoid a catastrophe in reality; it may be a protective response of society in the context of its adaptation to the future.Item Peculiarities of the mathematical modelling of dynamic loading on containers in flat wagons transportation.(2019) Fomin, O. In order to define the loads acting on the container frame, 3D computer models of the 1СС size container is designed, both version – for liquid and dry material transport. The virtual model consider a longitudinal force from the wagon automatic coupling, vertical and horizontal forces from the wagon – containers interaction and also vertical forces of the container fittings. For checking adequacy of the created models, the container acceleration values was obtained in two scenarios. In the first case, when fittings are aligned relative to the fitting spots of a wagon, thus without possibility of relative movement. In the second case, movement within clearance of fitting spots is possible. Mathematical models of dynamic loads on these structures were solved by MathCad. Differential equations were solved by the Runge – Kutta method. Adequacy of the created models was checked with an F-test. I.; Kovtanets, M.; Bureika, G.; Kovtanets, T.Item Regional Regulation of Investment Activity in Developing Countries : Example of Ukraine.(2019) Morhachov, I.; Koreniev, E.; Chorna, O.; Khrystenko, L.The paper considers of regional the ways of solving systemic problems of investment activity that are relevant for developing countries, including for the Ukraine. It is specified that in the conditions of globalization of the world economy and the intensification of the use of information and communication technologies, conditions are created for the transformation of savings of households in developing countries into investment in stock markets in developed countries mainly the United States. This calls into question the feasibility of purely market conditions for the financial market of Ukraine and other developing countries. A list of effective administrative methods of state regulation of investment activity that may be used by state and regional authorities to convert household savings into investments in the domestic financial market is proposed. The attention is drawn to the necessity of applying these methods, especially at the initial stages of the intensification of state regulation of investment activity in the country, in order to create a sufficient demand for domestic stock assets. Such of the sufficient demand will allow to launch the mechanism of automatic inflow of investments both domestic and foreign, and in the future gradually switch to predominantly market-based methods of state regulation. The criterion of the level of sufficiency of demand for stock assets of the country is a positive long-term trend of stock indexes taking into account inflation, it is desirable that their growth rate exceeds the growth rate of GDP of the country.
